Turnips, and other members of the root vegetable family, like radishes and beets, essentially seed themselves like mustard, to which they are related. After the plants flower, the seed pods form (like miniature bean pods). When they turn yellow, test a pod by opening it between your fingers. The mature seeds should be hard and shiny.
Harvest the dry pods by hand, into a bucket or other container without holes in the bottom (a basket is probably not the best for this task), and then separate out the seeds by removing the hulls and discarding them into the compost pile (don't put seeds in your compost!).
Set a layer of newspaper on a counter or other surface where they won't be disturbed, and then put a layer of paper towels. Arrange your seeds in a single layer, then cover with another paper towel and add another layer of newspaper on top. Leave to dry overnight.
Put your dried seeds into a paper envelope (I find a coin envelope, available from office supply stores, work best) and label them with the plant name and year harvested.
Put these seed packets into a glass jar like a Mason jar, and add about an inch desiccating agent like silica gel (available at craft stores for drying flowers). Fresh from the package unscented cat litter will also work.
Store in a cool, dry place until you are ready to plant your seeds the following season.

One way to collect seeds from a plant that forcibly expels its seeds when ripe is to cover the seed pods with a bag or net to catch the seeds as they are expelled. Another method is to regularly check the plant for ripe seed pods and collect the seeds manually before they are expelled. It's important to be vigilant and check the plant frequently to ensure you collect the seeds before they are dispersed.
