by first weighing the tank when empty, then a 20 lb tank will weigh 20lb plus the empty weight when full. . so if the tank weighs 15 lb empty and now weighs 25 lb , then it is half full , or half empty !!!!!!!!!!!!
As you use it, moisture will form below the fuel level line. You can also slosh it around and get an idea of how much is in it. You can also weigh it on a bathroom scale if you know the empty weight.
Yes open the valve away from an open flame or any heat source. Or tap on it with something heavy. An empty tank will make a DING sound while a full one would make a DONG sound. Try it out at the store you'll be able to tell the difference.

I dont know why it might smell like propane in your case but my car runs on propane so the exhaust has a propane sorta smell to it. In your case id check your exhaust. You might need a new catalytic converter or something may be leaking under your hood.

Usualy, either a 16ga or 14ga. Some shops dont do anything smaller than 14ga though. You can measure the barbell to find out. The diameter for 16ga is 1.2mm and 14ga is 1.6mm.
