Preshrinking is done with heat. so when I preshrink cotton material, i wash it in super hot water and dry it in a very hot dryer. I usually preshrink at least twice before cutting out my material to sew. Just a note: Cotton will shrink everytime it is washed and dried if you are washing in hot water and drying. After the initial preshrink, I will wash my cottons in cold water and dry in medium heat. Don't be afraid to wash in cold water. There is detergent out there that works great in cold.
Soak it in water+vinegar. Stretch it back out to the original size. Let air dry.
To unshrink a woolen underlay, soak it in lukewarm water mixed with a gentle conditioner or baby shampoo for about 30 minutes. Gently stretch the fabric while it’s submerged, being careful not to pull too hard. Rinse it in cool water, then lay it flat on a towel to dry, reshaping it to its original size as it dries. This process can help relax the fibers, but results may vary depending on the severity of the shrinkage.
