For cookery when converting imperial recipes to metric:

1 oz ≈ 25 g

→ 24 oz ≈ 24 × 25 g = 600 g

600 g ÷ 250 g/packet = 2 2/5 = 2.4 packets

A bit under 2½ packets.

If you have used the rest of the recipe in metric, use the latter; if you have used an imperial recipe (but can only buy 250g packets of something [spaghetti?]) use the former. In either case you will need to buy 3 packets and use two of them plus a part of the third.
