If it doesn't contain any Silver at all, the market price is set by the mintage number for 1991 one dollar coins + condition of the coin.
It's a bullion coin sold for its silver content. Check your local newspaper or a financial website for the "spot price" of one ounce. During 2008 the price has bounced around between $13 and $18/oz.
There is a real Bill of Rights coin but it is a commemorative coin minted in 1993. Since yours has a 1991 date and "one troy ounce .999 fine silver" on it, I think you probably have a bullion coin and it is worth whatever the silver in it is worth on any given day.
