Is oz the same as floz?

No, they are not the same. An 'Ounce' is a unit of weight. A 'Fluid Ounce' is a unit of volume. A fluid ounce of Mercury is much heavier than an ounce of flour or water. However, a fluid ounce of water at room temperature is going to be pretty close to an ounce in weight. In most cooking applications, the difference is not going to be very much for the smaller quantities, but it could make a difference in larger amounts.
