Assuming we are doing a liquid measure.

1 TEASPOON is 5 ml. So the break down is this.

1 LITER is 1000 ml. so you would need to take (1 liter) 1000 ml divide by 5 ml (1 tsp) to get 200 teaspoons.

Extra thought is a TABLESPOON is 15 ml. It would take 66.66666666666667 TBSP to make your liter.
