What can you do if your commercial dishwasher leaves freshly washed plates and glasses with spots and a film and you have a water softener that is working use a commercial detergent and rinse aid?

I use Jet Dry in my dishwasher to help. I have also been told that if you put too much plastic in the dishwasher, it won't get as hot during the drying cycle. That leaves water on dishes and spots.
