A measuring spoon has the correct measure if the top is leveled off. If you have as much piled on top as you can manage, it's a heaping spoonful.

That's obviously not an exact measure, for a measuring spoon that's shallow and wide allows more to be heaped on top than one that is narrow and deep.

It's fairly safe to assume it means 25-50% more, though.
