If you want to dry your ginger and make your own powder, I would suggest going old school and buying a mortar and pestle. Many stores will sell them, it's just the finding them that can be a pain. Otherwise, I would suggest a food processor. It will take some time and patience, but it should give you ginger minced incredibly fine, or if you've dried it it will give you a powdery-flakey mixture that it sure to work well.
