Fire requires three things. Heat, oxygen and fuel. Assuming it isn't in some special environment, there is sufficient oxygen. If the shade is a flamable material(such as fabric), you know there is not enough heat. If the shade is not a flamable material(such as metal), that means there is no fuel.

If you are asking why your hot lamp doesn't ignite your flamable shade, it probably means there is enough cooling air flow or reflection of radiant heat that the shade does not absorb the amount of energy required to catch fire.
