Check piping. Make sure cold line going into cold side of water heater and hot side coming out hot side. Cold feed for water heater should come off main cold line. Make sure valves are open to and from water heater.

Some hot/cold mixer have separate metering valves on each hot and cold water supply, perhaps the cold water supply metering valve is fully closed. Look for a slotted screw adjustment on the metering valve, using a screwdriver to open or close the valve as required.
