It's called Mardi Gras. The festival season actually starts on January 6th and continues until Mardi Gras Day (Fat Tuesday) which will be Feb 21st in 2012. Most of the big public activities will take place the last Saturday-Tuesday of each season.

I guess you are thinking the "Carnival" to mean Mardi Gras in New Orleans? If that is the case Mardi Gras or (Fat Tuesday) is the Tuesday before Lent starts. During Lent, you are to fast and/or give up something until Holy Thursday when Lent ends.
