There is currently no official way to travel to there as it is disputed territory. However, you can pay officially-sanctioned Chinese Fishermen or ships to take you there, at your own cost and risk. There is no way to get in through the Vietnamese side (Unless you do it illegally, which will involve significantly higher risk as you have to bypass the Chinese Coast Guard).
I would advise you wait until the People's Republic of China opens up the island to tourism. Currently, they are planning to build a resort on one of the islands, which means that soon, it will be open to the public.
