Virtually every ethnic and political grouping can be considered to be tough - most of them get through adversity when they encounter it.

It depends on what "your" definition of tough is. But people do a LOT of work for little money and have small places to live, and there is a lot of rude people there. Getting through the day there is usually harder than getting through a week in the U.S. People are tough in the sense that they can get through things, and also in the sense that people can yell at others, so if you see someone damaging public property people will yell at them, not just walk by.
