They didn't. The Pueblo people were already living in Pueblos when the Spanish arrived in the 1500s. Some of these villages have been continuously occupied for 800 to 1000 years or more. The only changes the Spanish brought were that some villages were abandoned to gather together more and protect against the Spanish especially after the successful Pueblo Revolt of 1680. Also there were population losses caused by Spanish diseases, attacked and starvation due to the Spanish stealing food.

The Pueblo were a mainly nomadic tribe, but would occaisionally settle down in pit houses.

This was part of the Spanish government's efforts to increase population and strengthen their control over the territory. Land grants were also a way to encourage people to establish ranches, farms, and communities in the area.
In 1820, Spain held the land that would become Texas. They encouraged Americans to settle in Texas because not enough Mexicans had taken the opportunity to settle there. When Mexico gained their independence, they continued the Immigration policy that the Spanish had put in place.
