The question, if correctly understood, should be "What caste do Shil (surname) belong to among the Bengali Hindus?"

First and foremost thing that should not be forgotten. In the Bengali Hindu society caste and surnames do not have one-is-to-one mapping. One caste may have many surnames. One surname may be used by many castes.

Shil/Sheel/Sil/Seal surname is used by many castes. Two that I know of are Napit and Subarnabanik. Napits were barbers by profession and Subarnabaniks were traders in gold, jewelry and precious stones by profession. Famous 19th century businessman and philanthropist Mutty Lall Seal belonged to Subarnabanik caste. Famous 20th century boxer Jagat Kanta Seal belonged to Subarnabanik caste.

Napits are traditionally part of the 9 caste conglomerate known as Navashakhas (literally meaning nine branches) who were not considered as untouchables. Napits are now considered among OBCs.

Subarnabaniks were at one time the most prosperous caste in Bengal. But in the middle ages, the Sena kings demoted them in the caste hierarchy to the extent of being considered next to untouchables.
