Because in today's time, race isn't that big of an issue to most people (and it's foolish to consider it important). Thus people use it openly, mainly for jokes.

There are other (rare) situations, however, where people do use it to hurt others. But that's less common in cities and more so in smaller towns and, again, foolish to actually take to heart. It all depends in what community you grow up in and the level of toleration said community has of said slur.

A better question is, why do people curse and insult in the first place.
