Because Tenochtitlan was built on a lake and later added in aqueducts to control flooding and the water levels, it is quite similar to modern day Venice. The Aztecs had small boats that they could use to maneuver between different floating land (often called Chinampas).
It wasn't. The city dubbed as the "Venice of the New World" was Tenochtitlan, capital of the Aztec civilization. It was called like that because Tenochtitlan was settled among several marshy islands in the middle of Lake Texcoco. These islands were interconnected through stone bridges, but the most common mode of transportation for cargo was a long wooden boat, hence the likeness to Venice, Italy.
