Waltz in its early days was actually what we know now as the Viennese waltz. Viennese Waltz requires a very close hold to be properly executed and was controversial due to the close proximity in which the dancers were dancing to each other. Many people thought this was indecent. This is why the Waltz was controversial early on.

By jump you probably mean rotation. A waltz jump is only 1/2 a rotaion and you start out with your left outside edge. You jump and land on your right outside edge.
