Usually, the State have what's called a "pauper's funeral." No service, per se, just a proper burial with a small, minimal grave marker.

There 'may' be some small amounts available through various groups if the deceased qualified, such as military history, Social Security, or even social benefits. Otherwise, in absence of that, many family members pitch in together to purchase the absolute minimal cremation service available. If they are unable to even cover that, then the body would have to be left with the hospital to arrange a pauper's funeral in a pauper's grave.
