Depends which country the deceased was living in and died.
Normally,in countries like the UK and the US,the local authority social services have an obligation to help out with funeral costs to the deceased next of kin-normally these are means tested-and if the relatives or indeed the deceased was on welfare benefits,or low income,the FULL COST for a basic funeral is met.
In the event the deceased had no next of kin-then the authorities usually arrange the funeral with charge given to a local funeral director and perhaps one social worker from the local authority to undertake usually a cremation.
