If they are terminally ill and attached to a ventilator (which is what "pulling the plug implies), they will not have the physical capacity to 'pull the plug' themselves (they will be sedated/unable to move). Hence they cannot 'be allowed to pull the plug' because they cannot physically move to 'pull the plug' themselves.
