That status, in most cases, have come from a position within the government, ranging from Head of State downward. However, it may be offered in recognition of a communal status achieved, sometimes through an act of heroism, or contribution to the people.
As a generalisation, the rule of order included in State Policies and Procedures will often state: "The legislature shall honour with a State Funeral any person who at the time of death or before served as a: President, Leader, Governor, Lieutenant Governor, Judge, MP, or similar, who has, in the opinion of the Legislature or House, has displayed exemplary service to the nation or her people, if the family of the deceased so agrees.
