There has never been a satisfactory explanation why the Elizabeth Short autopsy report was never made part of public record as per law. All autopsy reports are considered public records and should be accessible through the Hall of Records, Los Angeles.
It seems to give strength to the theory of police corruption and District Attorney payoffs to keep certain facts from becoming public fodder. This is exactly the case as brought forth by Donald Wolfe in his book The Black Dahlia Files, published 2005.

Although the above answer is right, I have seen the autopsy report and it seems to me that the police did good keeping it sealed. I have been a published writer for 28 years and I know many writers from around the world. This said, to explain myself in brief words. I hope you will picture the photo into your reasoning.

This is just one of many so-called 'facts' that are repeated so many times that they are taken as the truth. According to the autopsy, Short, also known as the Black Dahlia, had no tattoos of a black dahlia or any other type of tattoo at the time of her death. Elizabeth Short wasn't called the Black Dahlia until after her death, so she herself never heard this term. She acquired the title because at the same time that her murder was being reported in the newspapers, the movie "The Blue Dahlia", starring Veronica Lake and Alan Ladd was just released and the title displayed in huge letters on movie marquees, while photos of Elizabeth with her black hair, dressed in black dresses were published on the front pages, the press and the public thought the name seemed to suit her and it stuck.

A dahlia is a pretty flower and the Black Dahlia was a pretty woman who was murdered in a very gruesome way.
Elizabeth Short (the Black Dahlia) was named the Black Dahlia by the press, because of her love of the color black, and the fact that she often wore a Dahlia flower in her hair.
