Depends on what you mean by "can't".

If the food you eat contains less energy that you use up then you will lose weight, and this is true for all of us.

But it relies on a person being able to control his/hers eating, and some people just aren't able to do that on their own, so they find it very hard to lose weight. With the high calorie foods that we have today, it doesn't take much in the way of snacks to spoil a diet plan.
