Technically the word kilo is used to denote a thousand of something, thus, assuming that kcal is an abbreviation for kilocalorie - it must mean that 1 kcal = 1000 calories.
I'm not sure that this is the case though considering that the Recommended Daily Intake is only 2000 calories and a 250 ml pack of chrysanthemum tea (with sugar added) is also said to have 70 kcal - worryingly much much more than 2000 calories. So I presume that the units food packaging uses must be very different.
