It is not possible to answer this question. A milligram (mg) is a measure of mass while a millilitre is a measure of volume. The two measure different things and it makes no sense to try to convert from one to the other without additinal information. For example, a mg of water would take up approx 13 times the volume of a mg of Mercury. You need to kow the density of the liquid in question.
