You need to wait anywhere between half an hour to four hours, depending on how heavy your meal is. I would say, if you've just had a snack, like a biscuit, or a piece of fruit, half an hour should be fine. However, with a meal, you should be waiting about two hours, or until you no longer feel full.

The easiest way to tell when you are ready to go for a run, is when you feel you could eat again. You don't necessarily have to be hungry, just not full anymore. This is usually about 2 and a half hours for me if I've just eaten a meal.
