People have different kinds of bodies and therefor 38d is not fat for a 13 year old. Some people mature fast and some don't. Some are gifted with more and some are not.
It depends. I'm not sure. That's what happends to me when my bra is too small but you know if your fat or not. Just make sure the bra is comftorable on you. If it feels to tight then it is.
Definitely, we all grow at different rates but thats actually an average size for a thirteen year old girl - your breasts are just fat anyway so if you are petite then the smaller your bra size will be... if you have more body fat then your bra size will be bigger if you are petite and have huge boobs then it would look unatural and totally out of proportion :/ . Not that bra size matters, size changes depending on the person and i know guys that really prefer smaller chested girls, in fact i know girls that wish they could have smaller boobs so dont worry... size really really doesnt matter.
No it's not. I'm 11 turning 12 Feb 5 and wear a 36C and I don't think they are small. I don't think 30 is fat. I think you are very skinny and they are natural not from fat. By the way I am around a normal weight and I'm 5,5

Wearing the right bra is a start. Make sure the straps are right for you whether they be ultra thin or super wide. Also, there are body shapers which are really good at hiding back-fat. If you are overweight and the above doesn't work, consider a new diet and exersise routine to help minimize extra fat and get healthy.
