I think it all depends on how heavy the teen is. If you are an unhealthy or overweight teen you should go on a diet. I myself lost 30 pounds when I was 12, it makes a great difference in your life, considering i was 154pounds. Being under weight is not good either. But as a teen you don't have to go crazy over your weight. Relax and enjoy life while you are young!
Some, it depends on what you feed them or what they feed there self! if teens are worried that they are big and they aren't you need to either have a serious talk with them or if they are not eating as much a they should take them to a local GP! if they are bigger than usual and they want to loose weight go to a GP and ask what sort of diet they should go on!
