I have heard this in a few contexts but the main definition of a pre workout is simply a warm up.

This is where you spend a short while (5-10 minutes, maybe longer or shorter depending on age and fitness) exercising (such as running, cycling and rowing) in order to get your heart rate up and blood pumping around your body. This is done to prevent injury as when your body is warmed up properly it can perform high resistance tasks such as weight lifting, if not properly warmed up (and you jump straight into a high intensity exercise, such as benchpress) you may badly damage the muscle.
