Jeans are jeans. Men and women are built differently. If your waist is 33, the same will be true for a men's or women's jean pants. The problem will rise in your hip measurement. Men's jeans tend to be cur straight from the waist; women's pants taper outward from the hip. The size you wear will depend on your personal build.

In the UK a size 10 dress or skirt has a 28 inch waist and sizes go up in increments of 2". Size 12 would therefore have a 30" waist, size 14, a 32" inch waist, size 16, a 34" waist, size 18, a 36" waist and so on. For a waist 33" you would either have to settle for a size 14, with a 32 inch waist, or go one larger and get a size 16, which would have a 34" waist.
A women's size 3 would be a European size 33. Jean sizes in the U.S. are not standardized, so for clarification purposes, a U.S. size 3 would mean that you have a 24.5 inch waist. If your waist is 25 inches, go with a European size 34.
If you wear a size 13 in jeans, roughly your waist size will be anywhere between a 31½ to a 33. A size 13 in jeans almost means that your hip size in generally in between a 43 to 44½. Some jean designs have different makes to them so always make sure to try jeans on before you buy them.

your waist isn't covered by your pants, its a little below your bust. you would measure your hip size with your pants if that's what you mean, but your hips are probly over 36.
