The person most probably does not have a BF % of 2%, its that simple. Serious health conditions develop when BF levels drop below about 4% and this is normally a result of starvation. Its imporatant to understand that the ways you measure body fat can and most of the time do have a large degree of error. BF levels below 7-8% are very hard to maintain and normally are only acheived by very few, at these levels people would say you were ripped. The majority of the general population you see who have low levels of body fat sit between 8-10%, at these levels people would say your very lean/ripped.
