There are only two ways that dinosaurs could be brought back from extinction. One is if dinosaur DNA could be extract from their fossils. If an intact genome were found, the dinosaur could potentially be cloned. However, that is very far fetched, because the odds of any dinosaur DNA being retrieved from fossils is insanely low. The other option would be if someone invented a time machine and brought dinosaurs to modern times. Currently, many physicists don't think that's possible at all. Even if it is, a time machine probably won't be invented for hundreds of years.
