Velociraptor (and all other 'raptor' dinosaurs, for that matter) had long, stiff tails for balance while runnig. These small, slender dinosaurs could reach speeds of nearly 40 mph. They needed a balance mechanism, or they would simply fall flat on their face (snout?) when they reached such speeds.
