There is no TM for Earth Power. It is a move that only appears as one learned by certain pokemon, such as Camerupt and Nidoqueen.

Well, Darkrai is a dark-type, so you'll need to exploit a weakness. He's surrounded by Pokemon, so watch your back. Powerful moves like Focus Blast, Overheat, and (on the heavier ones) Low Kick will take them down quick, but Darkrai is a different story. Focus Blast is still an option, but it's inaccurate.
