Not as we think of smart; not like a cat or a dog. Nature doesn't bother to make animals any smarter than they need to be and Apatosaurus's needs were very simple: 1) eat; 2) use tail and forelimbs to repel predators; 3) periodically mate; 4) move to shade and/or water if getting too hot; 5) follow herd to maximize personal safety.

By contrast, a predatory dinosaur such as Allosaurus had to do so much more, including: 37) use shade to conceal movement while stalking; 38) roar to intimidate other Allosaurs; 39) display colorful cheeks (possibly) to attract mate; 40) wait patiently for large animal to come into shallow water; 41) stand at edge of burning area to try to catch fleeing animals, but try to stay out of smoke... so it had a much larger brain to manage all these instructions.
