It would be possible for a .22 bullet to brake the first pane and not damage the second. I would expect to find signs of a bullet hole in the broken pane. But it depends on the temper of the glass. High tempered glass will shatter. You usually find these in sliding doors. I knicked one and it cracked over the entire door. WIthin the hour it was a heap of broken glass on the floor. It is possible.
It will not shatter a window but it can put a chip in the glass.
It can shatter without having force exerted on it. Rapid heating and cooling causes it to expand and contract, which will eventually form hairline cracks, and can ultimately cause a window to shatter.

Yes, hail can shatter a window if it is large and moving at a high velocity. The impact of large hailstones can cause glass to break, especially if the window is already weak or damaged.
If it was thrown hard enough. Than again, pretty much any solid object can shatter a window if thrown hard enough...
The window shattered due to a strong impact or force applied to it.
