The state would never consider that option. However 10 years ago in the 1980's, there were some terrorist groups that forced children to join them. After being poorly trained, they were armed and sent to massacre entire communities of peasants in the Andes (where the government didn't have an army). This continued until president Fujimori armed those communities with shotguns. Most of the terrorist child soldiers ended up dead or in prison.
