LEDC stands for Less Economically Developed Country. The lands are often so densely populated, that people are forced to live in known low-lying flood zones.

It is much harder for them to predict flooding, which means they are less prepared when the floods arrive. Even when a flood can be predicted, there are not phones or TVs to get a warning out. A serious flood can set an LEDC back by years.

People starve, diseases spread, victims go to camps, and people are left stranded. Rescue workers are often unable to get to those that need help in time.

There is not much funding in these areas to build protection from flood waters, so what they do must be low cost. Flood banks, earth bags, and building shelters on stilts are all coping mechanisms that are often put into place.
