The actual cause of a flood is the arrival of excessive rainfall in the river headwaters. This may be exacerbated by landslides, which impound the waters further and give way catastrophically. Often in the headwaters, the rain-holding capacity has been damaged by excessive tree felling and removal of vegetation.
