I'm guessing it's because wax melts with heat i.e. fire and so allows a path for water to exit the sprinkler and put out the fire.

You take your tablet (a slab of wood) and you warm it some by the fire. You melt your wax in a ceramic cup and pour the wax onto the level surface of the tablet. If the tablet has a slightly raised edge then you should get a covering of wax that is almost as thick as the lip (wax shrinks a lot when it cools so the surface will not be exactly flat but that should not matter much.
Because they are wax and wax doesn't burn, it melts.:-)
if your melting wax in a glass container be sure you do so at 125 degrees. get a deep metal pan, fill half full with water, heat the water, put your wax in your glass container and put the container in the pan,WATCH IT CLOSELY.
