What is most likely to have caused the flooding would probably the amount of rain they had over a short period of time (They had a months worth of rain in just a few hours).
Also to do with the fact there are 3 rivers meeting, making the demands of the water flow (when flooded) much too high for the little village. The town is situated where there are steep cliff/valley sides and the ground on top would have been saturated, meaning there was a hell of a lot more surface run off pouring through.

Cockermouth suffered badly in the nationwide flood on 19 and 20 November 2009.Over 200 people were rescued. Many historic buildings were severely damaged, also a number of bridges in and around the town.
