In the context of recognizing or identifying a hazard: The ability to recognize a hazard implies the person has had some level of training to be able to do so. A person who has had training and is able to recognize a hazard may not identify a hazard for a number of different reasons. A person may not identify a recognizable hazard because they are distracted. However if a person does not recognize an identifiable hazard it probably means they were not adequately trained.
