A Halogenated fire extinguisher, is a type of extinguisher that uses a chemical called Halon 1301. This is a liquid chemical that evaporates into a gas very rapidly. This gas is used to smother the fire and remove the Oxygen. Removing Oxygen from the fire is one method of extinguishing a fire. Without Oxygen, the self sustained chain reaction that which is fire, will cease to exist.

Addendum: Halon 1211 is the most recognized halogenated agent used in portable fire extinguishers. 1211 comes out in liquid form so the user can see where it is being applied. Halon 1301 was mostly used in fixed systems for "flooding" entire rooms in a gaseous form. Otherwise the effects described above are correct. Halogenated agents have been around since c. 1900. As a fire fighting agent carbon tetrachloride was the first followed by chlorobromomethan (CB) and then halon 1211 and halon 1301. The newer "clean" agents are also halogenated chemicals, but supposedly do not cause harm to the environment.

Should a dry chemical extinguisher or a pressure water extinguisher be used on an electrical fire?

You would not want to use a pressure water extinguisher on any electrical fire due to the possibility of electricity being conducted through the water and injuring someone. A CO2, dry chemical or "clean agent" (e.g., "Halogenated") extinguisher would be a better choice for an electrical fire, knowing that dry chemical powder will make quite a mess.

What gas is insise a fire extinguisher?
