It's a piece of fire-fighting equipment, containing liquid carbon-dioxide under pressure. When the device is triggered, the carbon-dioxide is released as a white vapour. Being heavier than air, it creates a 'blanket' over the fire, pushing out the air the fire needs to carry on burning. Without air, the fire is extinguished.

They're not good for Class A--flammable solids like wood--fires because when the CO2 evaporates from the fire the fire can restart, and they're not approved for Class D--combustible metal--because some burning metals react with CO2 to make bigger fires!
