I have found that practically no plant is goat proof. But, periwinkle, which happens to be deer resistant, is MOSTLY goat resistant, although they do like to eat the flowers. One thing to do is finding something tall enough, so above 5 feet, depending on the goat. But you have to make sure the goat doesn't lie to eat the bark. It completely ruins the tree. An oak tree I have is like half way eaten through the 5" trunk. Anyways, another option is getting a vine, but there's still the problem with the bark, then you can put it on a levitated surface (porches, etc), and let it grow from there. Well, there's either that... or just building a fence.
