When it's humid it makes it feel hot and sweat doesn't evaporate as fast as it does when it's less humid so you end up feeling sticky.

 

Usually if the rain cools it down enough the extra humidity isn't noticeable but if it doesn't cool everything off then all it does is make everything humid, on top of the heat that it failed to get rid of, which is just unconformable. Depends on the type of rain of course.
