Yes, but they may not work because you are not a wizard. A couple of thing need clearing up here. A Wizard is a practitioner of the "scientific" aspects of magic such as Alchemy. A Witch practices general magic. The word Witch is non-gender specific, both men and women are witches. The sometimes used word "warlock" is a very derogatory term and means "oath-breaker", I don't recommend its use.
Then... Yes, anyone who is willing to learn the correct way can use spells. Your ability to make them work is more limited by the not knowing how than who you are.
If you are serious about following this path I recommend you do a LARGE amount of research. Skimming one book does not make you ready to cast a spell. You need to either find someone who "knows how" (and has a minimum of 10 years as a practitioner) to teach you or at least a year of research and a minimum of 10 books (by no less than 5 authors) completely read and understood before you should try anything on your own.
I advise you to check your books carefully, if they do not have a comprehensive chapter on the ethics of what you are doing, do not take much from them.

There are really two reasons why first reason maybe that you don't have the right ingredients to inscribe level 4 spells another reason why you might not be able to inscribe lvl 4 spells is because even if your a level 4 wizard you will have to be a level 6 wizard because it goes by every two levels so if your a lvl 2 you can only inscribe lvl 1 spells and if your a lvl 3 same thing then once you turn into a level 4 wizard you can inscribe level 2 spells after that it changes so once you hit a lvl 5 wizard you can inscribe lvl 3,2 and 1 spells and lvl 6 you can then inscribe Level 4 spells I know it makes no sense but that's what I learned heard and saw so that's true to check this open your character sheet click on your spell tab and look to the right side it will say lvl then a number for example lvl1,lvl2 and if it only says that then your a lvl 4 once it says lvl 4 on the side then you can inscribe lvl 4 spells I tried it and it worked thank you for reading and I hope this helped you
